About

The Building and Plumbing Commission (BPC) is Victoria’s new regulator for the building and plumbing industries.

We combine the functions of the Victorian Building Authority (VBA), Domestic Building Dispute Resolution Victoria (DBDRV), and the domestic building insurance function of the Victorian Managed Insurance Authority (VMIA), bringing together regulation, dispute resolution and domestic building insurance into a single agency for the first time.

This approach gives us greater oversight of the consumers’ journey through the complex building system.

Centralising building functions is the first step in strengthening the regulator and improving consumer protection.

Why was the BPC formed?

The BPC was formed to simplify the system, strengthen consumer protections, support practitioners, and uphold confidence and integrity across the building and plumbing industry. 

What we do

  • Register and license builders and plumbers
  • Inspect and audit building and plumbing work to ensure it meets standards
  • Provide a free dispute resolution service to help resolve building issues quickly and fairly
  • Manage and audit Domestic Building Insurance (DBI) for residential work over $20,000
  • Enforce compliance through rectification orders, disciplinary action and prosecutions where required

Our purpose

The BPC exists for strong, effective regulation that protects consumers and raises industry standards. We are firmly focused on improving consumer outcomes and using our powers to the fullest extent possible.

While new powers will be introduced later this year to address gaps in the current regulatory framework and better protect consumers, the BPC is already taking a risk-based approach to compliance and enforcement and working to direct resources to the areas that pose the greatest harm.
