How we got here

October 2024

Major reforms announced 
The Victorian Government confirmed plans to replace the VBA with the Building and Plumbing Commission, a stronger regulator combining regulation, insurance and dispute resolution to improve consumer protection.

March 2025

Legislation introduced
The Building Legislation Amendment (Buyer Protections) Bill 2025 set out the BPC’s functions and new powers, including changes to insurance and dispute resolution.

May 2025

Bill Passed
Parliament passed the Bill, confirming that the BPC would be established on 1 July 2025.

July 2025

BPC Commences
The BPC officially begins operations. It brings together the roles of three existing bodies: the VBA, the Domestic Building Dispute Resolution Victoria, and the Domestic Building Insurance function from VMIA.

The BPC is Victoria’s new, more powerful building regulator - bringing regulation, dispute resolution and domestic building insurance together under one roof.

The BPC was formed by bringing together the Victorian Building Authority, Domestic Building Dispute Resolution Victoria and the domestic building insurance arm of the Victorian Managed Insurance Authority.

The BPC provides a single front door to help consumers navigate the system and hold practitioners to account.
