What is the BPC?
The Building and Plumbing Commission (BPC) brings together the Victorian Building Authority (VBA), Domestic Building Dispute Resolution Victoria (DBDRV) and the domestic building insurance arm of the Victorian Managed Insurance Authority (VMIA) into one location. Over the next 12 months, these services will be integrated.
Domestic Building Insurance
Domestic Building Insurance (DBI) helps protect homeowners when something goes wrong with their building project. This service was previously delivered by VMIA and is now part of the BPC.
Disputes and complaints
The BPC provides a free service to help resolve domestic building disputes before they escalate. Previously delivered by DBDRV, this service is now part of the BPC. If you need to make a complaint about a practitioner, we’re here to guide you through the process.

How we got here
October 2024
Major reforms announced
The Victorian Government confirmed plans to replace the VBA with the Building and Plumbing Commission, a stronger regulator combining regulation, insurance and dispute resolution to improve consumer protection.
March 2025
Legislation introduced
The Building Legislation Amendment (Buyer Protections) Bill 2025 set out the BPC’s functions and new powers, including changes to insurance and dispute resolution.
May 2025
Bill Passed
Parliament passed the Bill, confirming that the BPC would be established on 1 July 2025.
July 2025
BPC Commences
The BPC officially begins operations. It brings together the roles of three existing bodies: the VBA, the Domestic Building Dispute Resolution Victoria, and the Domestic Building Insurance function from VMIA.
