Consumer and practitioner research

Your feedback matters – help us improve how we support the industry

The BPC is seeking feedback from practitioners, owner-builders and consumers to help us understand what’s working well and where improvements can be made.

Your input will help shape how we support Victoria’s building and plumbing industry into the future.

About the research

The Victorian building and plumbing sector has reached a critical turning point. In response, the BPC was established on 1 July 2025 to bring together regulation, dispute resolution and insurance functions under one roof – making it easier for practitioners, owner builders and consumers to understand and navigate the system.

The new model reflects the Government's intent to deliver a ‘one-stop-shop' regulator that supports safe, quality work, strengthens consumer protections and better aligns industry practice with evolving expectations.

This research project, conducted by independent agency Quantum Market Research (QMR) on behalf of the BPC, will help ensure our services, guidance and regulatory framework are shaped by the real experiences and needs of the people who work across – and rely on – Victoria's building and plumbing industry.
