BPC fines builder Sukhdeep Singh Deol $30,000 over shoddy Ferntree Gully home build
The Building and Plumbing Commission (BPC) has fined a Roxburgh Park builder $30,000 over the incomplete and non-compliant construction of a double-storey townhouse and carport in Ferntree Gully.

Sukhdeep Singh Deol, of SMP Homes Pty Ltd, was found to have substituted steel framing for the timber specified in the building permit, without first getting approval from the Relevant Building Surveyor (RBS).
Deol then illegally requested payment from the homeowner for the framework stage before it was signed off as complete by the RBS.
The framework failed to pass three mandatory inspections, before it was eventually signed off as compliant 12 months later.
The BPC also found several examples of poorly executed building work including misaligned roof trusses, rotting and split beams and a defective sub floor, all of which required remedial work.
The homeowner had to engage an independent inspector to identify the issues before Deol rectified them.
In addition to the fine, Deol has been ordered to complete 3 training units within 12 months.
In Victoria, all home building work over $10,000 must have a Major Domestic Building Contract in place.
This contract must include a payment schedule tied to completion of specific stages of building work.
Consumers should be aware demanding payments outside the contract schedule is illegal.
A builder can only ask for a 5 per cent deposit for jobs over $20,000 and a 10 per cent deposit for jobs over $10,000.
