Quality checklist for DTF and BO referrals

Before referring a DTF or Building Order to the BPC, it’s important to check your documents carefully for any errors.

This checklist is designed to help you identify and correct common mistakes in enforcement documents before they are referred. Mistakes can delay processing or require resubmission, so completing this checklist will help ensure your referral can be actioned without unnecessary follow-up.

Where possible, it is best to have all documents proofread by a colleague before referral.

Proofing your documents

Check each item box as you finalise your referral.

Dates and numbers

Spell check won't pick these up

  • Order issue date is correct (not the same as notice date)
  • Inspection dates
  • Adequate time for builder/owner to respond
  • Year is correct (watch out in January)
  • Address numbers – lot/plan details are accurate
  • References to standards

Parties and property

  • Owner and/or builder names are spelled correctly
  • Builder and/or inspector details are complete – make sure you have full name and registration for inspector details
  • Correct builder for the DTF is used – a common error occurs in swimming pool construction where the company hired by the owner-builder is incorrectly listed as the builder on the DTF
  • Owner is the current owner

Consistency between notice and order

  • Cross-check – make sure names, dates, addresses and references are consistent across the notice, order, attachments, and covering referral
  • Confirm all requirements have been added that were in the notice
  • Check that no new requirements have been added that were not in the notice
  • Check if any requirements are no longer applicable – remove them. Do not modify or reword existing requirements

Completeness

  • All relevant tick boxes are marked
  • Inspection relied on to issue building order is not more than 6 months old
