Changes to BAMS BPN application fields 2026

From 20 March 2026, the BPC is planning upgrades to the Building Activity Management System (BAMS), in line with recent legislative changes and to improve the data we use to inspect building and plumbing work under construction. The changes relate to the fields associated with the building permit number (BPN).

What’s changing?

  • All fields related to Cost of Work (COW) will be updated in line with the new method for calculating the cost of the building work.
  • The ‘Number of Storeys’ field will be renamed to ‘Rise in Storeys’.
  • Three new fields will be introduced:
    • Storeys Contained.
    • Is the Builder an Architect
    • Builder Email.
  • Necessity and condition updates to Certificate of Consent and Builder Registration fields.

Note: There is no change to the necessity or conditions of these fields.

New fields

  • Storeys Contained
    When applying for BPN or amending a permit, users may optionally include the 'Storeys Contained'. This field represents all storeys within the building, regardless of their position.
    (This differs from the ‘Rise in Storeys’ field, which represents the number of storeys contributing to the building’s rise above ground level).
  • Is the Builder an Architect
    When applying for BPN or amending a permit, users will be mandatorily required to nominate whether the builder is an architect. This supports BAMS in builder registration validation.
  • Builder Email
    When applying for BPN or amending a permit, users may optionally include the builder’s email address. This supports BAMS in builder validation and matching.

Necessity and condition updates

Is Certificate of Consent Required? This field is now only required if ‘Owner Builder Indicator’ field is ‘Y’.
Certificate of Consent Number This field is now required if ‘Is Certificate of Consent Required is ‘Y’.
Builder Registration Number Now required if:
  • Regulation 268 Exemption does not apply and Owner is not the Builder
    and Cost of Works is greater than $10,000.
    or
  • Regulation 268 Exemption does not apply and Owner is also the Builder
    and
    Cost of Works is greater than $16,000
    and
    ‘BCA Classification 1 or 2 or 3 or 4 or 5’ equals ‘Building with 2 or more sole-occupancy units’.
