The role of State Building Surveyor

The State Building Surveyor (SBS) has a function under the Building Act (Vic) 1993 to monitor council delivery of building control, and to provide councils with advice and support.

Council support

The Office of the State Building Surveyor (OSBS) Council Support team provides practical advice, guidance and support to councils to strengthen municipal building control capability.

This includes embedding the Municipal Building Control Plans (MBCP) and monthly building control activity reporting and sharing insights to drive better practice across the sector.

Initial rollout of Municipal Building Control Plans (2025)

In 2025, the Office of the State Building Surveyor (OSBS) introduced the initial release of Municipal Building Control Plans (MBCPs) to councils.

This rollout supported councils to apply the MBCP in practice and provide feedback to inform ongoing refinement, including through targeted engagement with municipal building surveyors and senior council representatives.

The MBCP focuses on four key areas of municipal building control:

  • Risk management: strengthening identification and management of building control-related risks
  • Data and reporting: improving visibility of activity, demand and performance
  • Workforce and resourcing: supporting alignment of staffing with operational needs
  • Enforcement and prosecution: promoting consistent, risk-based regulatory decision-making

Insights from the 2025 rollout have informed further development of tools, guidance and the introduction of monthly reporting, supporting a consistent and evidence-based approach across the sector.

Monthly reporting (2026)

From 2026, councils will provide monthly reporting on key municipal building control activities as part of this initiative.

This reporting supports a consistent, statewide view of building control activity, including demand, workload and emerging pressures.

It enables the OSBS to monitor trends, inform advice and support to councils, and strengthen understanding of building control performance across the sector.

Monthly reporting provides a practical, consistent basis for ongoing monitoring and improvement.
