Technical Advisory Services Register (TASR) for the provision of Building Surveyor/Inspector services
We’re seeking These roles will supplement our internal team and help us meet our regulatory responsibilities across Victoria’s building system. We’re seeking contractors to provide building surveyor and inspector services to support our work.
The Technical Advisory Services Register (TASR) for the provision of Building Surveyor/Inspector services represents an opportunity for building surveyors and building inspectors to make a positive impact on the building industry and be at the forefront of regulatory compliance, advancement and reform.
The TASR is open to Victorian building surveyors and building inspectors who hold a current, unlimited, and valid registration, with no conditions.
It intends to be an open register of building surveyors and building inspectors who have the skills and experience to work in alignment with our business requirements.
The suppliers will work predominately across two of our business units:
Knowledge & Experience
Compliance & Enforcement
This allows us to efficiently request services and allocate work to suppliers as required.
The TASR for the provision of Building Surveyor / Inspector services represents an opportunity for building surveyors and building inspectors to make a positive impact on the building industry and be at the forefront of regulatory compliance, advancement, and reform.
The TASR aims to implement a register of suppliers that provide building surveyor and building inspector services to expand our internal capacity.
This is to meet operational demands, the increasing complexity of the regulator’s work, and to build consumer confidence in the Victorian building system.
We intend for the TASR to be an open register of experienced building surveyors and building inspectors who work in alignment with our business requirements.
In 2017, we finalised the Technical Advisory Services Panel, which engaged suppliers to provide a range of services in support of its role as Victoria’s building and plumbing regulator.
The Panel included services from a range of supplier-registered building practitioners, including fire safety engineers, building surveyors, structural engineers, architects, domestic builders, quantity surveyors, and technical experts in the areas of geotechnical engineering, energy efficiency, and land surveying.
In 2025, our Technical Advisory Services Register (TASR) is an open register for suppliers and is solely for the provision of building surveyor and building inspector services. This is to expand our internal capacity to meet operational demands.
The TASR is open to Victorian building surveyors (unlimited) and building inspectors (unlimited) who hold a current, valid registration with no conditions.
Please note, for the Services 6. Knowledge and Assessment services, we require the suppliers to hold a current assessment qualification that is considered acceptable for undertaking assessments under the ‘Standards for registered training organisations (RTOs) 2015’.
We regularly evaluate the need for building and plumbing specialists to improve our operations and meet the expectations of the Victorian community. We will communicate with industry if the need arises to broaden this scope.
We have been improving our operations to deliver a better building system for consumers. We have a solid foundation of expertise within our organisation and continue to deliver a better building system.
The establishment of the Building and Plumbing Commission (BPC) will include new roles and responsibilities for Victoria’s building and plumbing regulator. Building surveyors and building inspectors undertake a specialised and important role in Victoria’s building system. Their expertise is highly sought after and essential for the regulator to fulfil its functions.
The TASR complements our internal capabilities by engaging these highly specialised and sought after skills to make sure the regulator can address complex regulatory challenges more effectively.
The TASR is an open register and will be open for suppliers to apply for admission. It will be in place for an initial 2-year term and applications for admission will be reviewed regularly.
Suppliers will be required to meet the following mandatory criteria requirements and will need to review and submit information including:
Compliance with Supplier Code of Conduct
Supplier will be required to Submit Signed Code of Conduct - Returnable Annexure D - Supplier Code of Conduct - Commitment Letter
Note to suppliers: The Vic State Govt's Supplier Code of Conduct is available at the Vic Govt website
Compliance with Register Agreement
Supplier will be required to submit a Signed Register Agreement
Compliance to Specification Declaration (Schedule 5)
Supplier to choose services the supplier is applying to provide and acknowledge & agree to compliance to the Specification.
Supplier will be required to submit a Compliant Pricing Schedule (excel workbook file format) with Fixed Fees or Rates for each relevant - Service / Task, Expense & Discount.
Note to suppliers: Compliant means - Applicable to the Services the supplier is applying to provide within Column E all fields must be completed by the Supplier, at a minimum.
Please note - Fit and Proper Person - The supplier will have had to pass all of our fit and proper person tests required for building practitioner as part of the standard registration requirements and processes available on this website. These are conducted for the requirement for a supplier to represent us and carry out part of its regulatory function.
Submissions will be assessed by various teams, overseen by our Contract Manager.
The evaluation of supplier submissions will be an assessment to confirm that the supplier has met the mandatory criteria requirements.
If the supplier does not meet the mandatory criteria requirements for admission onto the register, we may be able to confirm which mandatory criteria requirement/s the supplier did not comply with.
We have absolute discretion in relation to the communication of the assessment process to confirm that a supplier has met the mandatory criteria requirements of their submission offer.
We are under no obligation to: (a) enter into discussions with Respondents in relation to the rejection of any Application Response; or (ii) give reasons for not accepting any of the Application Responses.
An offer from a supplier will not be deemed to be successful or unsuccessful until such time as the supplier is formally notified of that fact.
The Services required from the Register may include:
Building Audits and Inspections services (excludes mandatory stages)
Statutory Manager services
Statutory functions (MBS - Municipal Building Surveyor) services
Complaint and compliance assessments
Technical document assessments, reviews, development
Knowledge and Experience Assessments
The Services may require the supplier to:
Provide advice on matters of compliance and/or risk, danger to life safety and health. This may include a range of regulatory functions, for example investigations, complaints, and/or peer review. Certain functions are excluded such as issuing building permits.
Provide a variety of statutory instruments, letters and other forms of communication to advise industry or adequately inform registered practitioners of expectations and complaint outcomes.
Provide authoritative advice to assist in rectifying non-compliance or justifying an acceptable outcome, quantify risks of non-compliance and/or participate in meetings to discuss concerns.
