The BPC is implementing reforms to its licensing and registration processes.
These reforms to the former VBA system include removing face-to-face interviews to reduce human bias and protect against corruption.
As part of these reforms, the BPC is rolling out new exams, starting with Domestic Building Unlimited (DB-U) exam. The new single exam replaces both the face-to-face interview, and the plan-based exam.
The BPC is transitioning to this new process gradually, with all exams available for completion online by June 2026.
The BPC will inform you if you are required to complete an online exam.
Online exams
Exams are conducted online by our exam provider Janison-Proctortrack (Proctortrack). Your exam will be recorded, including your computer’s desktop and room activities during the exam. BPC exams are multi-format and use various interactive questions such as multiple-choice, drag and drop, reorder, true / false, and image select. You will be required to use online permitted reference materials.
You must keep all exam questions and exercises confidential during and after the exam.
An online exam may be required for the following builder registration classes:
Building Inspector (pool safety)
Commercial Builder (unlimited)
Commercial Builder (limited to low rise construction)
Commercial Builder (limited to medium rise construction)
Commercial Builder (limited to non-structural fit-out work)

Transitional period
To ensure a smooth transition to the new online exams, the BPC will allow applicants who already have hardcopy permitted reference materials to undertake an in-person online exam at a BPC nominated venue, date and time.
Applicants will need to notify the BPC at onlineexams@bpc.vic.gov.au if they wish to complete their exam in person.
Note: In-person exams are limited in availability, which may result in a delay in scheduling your exam.
These instructions guide you through the process of completing your online exam.
They can be completed at any time (24 hours a day and 7 days a week) within the timeframe specified.
Applicants completing their exam in-person will need to complete the exam at a BPC specified date, time and location, using a BPC provided laptop.
We will notify you by email if you need to complete an exam and the timeframe for completing your exam.
You will then receive an email from the BPC’s online exam provider titled 'BPC Exams – Account Created' from the email address: 'no-reply@bpc.vic.gov.au'. This email will contain a link for you to create a password for your account.
All reference material will be available for viewing online during the exam.
Important: To access the Australian Standards online during the exam, you will be required to have an active subscription or have purchased an online accessible version. Australian Standards subscriptions or purchases can be organised via Standards Australia or one of their authorised distributors. Payment for access to Australian Standards is the sole responsibility of the test taker.
Tip: Ensure you know your login credentials before the exam as you will be required to enter your user name and password when trying to access the standards during the exam.
Log into Janison-Proctortrack using the link provided in the email from 'no-reply@bpc.vic.gov.au' with the title 'BPC Exams – Account Created' and create a password. If you have previously created an account, you may log in using your user name and your password.
Password details
Minimum length Your password should be at least 12 alphanumeric characters long.
Not your username Your password cannot be the same as your username.
Not a dictionary word Do not use a common dictionary word (e.g. password, sunshine).
No simple patterns Do not use consecutive numbers or characters (e.g. 12345, aaaaa).
Uniqueness Do not use the same password you use for banking or other sensitive online accounts.

Note: Onboarding ID checks can take up to 3 days to be approved, so allow time for this when planning when to complete your online exam.
When you are ready to complete your online exam, log in at exams.bpc.vic.gov.au.

If any exam rules are breached during the exam, the BPC will be informed that a breach has been observed.
The BPC will notify you of any breaches that affect the outcome of your exam. For information on how your data is handled, please view the Proctortrack privacy policy and terms of service.
Your exam date, time and location will be confirmed by the BPC, along with information you need to be prepared for exam.
The BPC supervisor will assist you with getting started on the BPC laptop and accessing your online exam. You will need to know your Janison/Proctortrack account user name and password.
Your online exam will be recorded using your webcam and microphone, and be quality assured.
If any exam rules are breached during the exam, the BPC will be informed that a breach has been observed.
The BPC will notify you of any breaches that affect the outcome of your exam. For information on how your data is handled, please view the Proctortrack privacy policy and terms of service.
If you finish your exam before the exam time has expired, you may submit your answers or spend the additional time reviewing your answers.
When the exam time has expired, your answers will be automatically submitted, even if you have not finished the exam.
You cannot go back to view the exam questions or your answers once your exam has expired. You may delete the Proctortrack app once your exam is completed.
Hint: On an Apple Mac computer, search 'proctortrack' to locate the files you downloaded or installed to take the exam. Move those into the rubbish bin, and delete your trash.
Exam rules
By entering the exam, you agree to the exam rules. Exams are also quality assured by viewing the recording of the exam.
Any violation of the exam rules may lead to:
being required to re-sit your exam in person
undertaking further assessment
refusal of your application.
For the duration of the exam, you must:
Remain connected to a power source.
Maintain a stable internet connection throughout the exam.
Keep your webcam, speakers and microphone on.
Remain seated and in view of the webcam. If you need to stand up to stretch, stay in view of the webcam.
Remain alone in the room (may not be applicable for applicants attending in person).
Have only one internet browser open
Permitted items during exam
Prior to starting your exam, you must remove all non-permitted items from your desk and surrounding area.
You may have the following on your desk during the exam:
beverages
reading glasses
medicines (such as an asthma inhaler, pain relief, etc).
All other items must be removed.
You may use the Resources, Calculator and Notes functions accessible within the exam.
Not permitted
Talking during the exam – including reading questions out loud.
Any printed materials, including exam support materials prepared by you or a third party (such as ‘Cheat sheets’, quick reference guides, etc. (Hard copy materials are allowed for in-person exams).
Internet search engines (such as Google, Bing, etc).
Webpages other than approved websites.
Artificial Intelligence (AI) software or websites (such as ChatGPT, etc).
Portable electronic devices, including but not limited to:
mobile phones
headphones and earbuds
tablets
watches
electronic notebooks.
calculators
multiple monitors - only one screen may be used.
Copying or recording the exam of any kind, including:
audio and video recording
photographs or screenshots of exams
writing or typing assessment questions and exercises during or after the exam
providing verbal information or descriptions of exam questions to third parties.
