What BPC can and can't help with

The BPC is the Victorian government body that regulates building practitioners and plumbers, administers Home Warranty insurance, and provides dispute resolution to help owners and builders resolve eligible domestic building disputes.

The BPC may also assess complaints about eligible building and plumbing work and decide what action, if any, is appropriate.

BPC may be able to help where

  • There is a building dispute between parties
  • There is defective, incomplete or non-compliant work
  • You have a complaint about the conduct of your practitioner

Time limits apply 

BPC may not be able to help with every building issue. Different time limits apply depending on the type of issue. In some cases, BPC cannot help if the building work was completed more than 10 years ago.

BPC generally cannot help with

  • Contracts that are not domestic building contracts
  • Complaints about single trade work, unless the issue relates to plumbing work.
  • Matters that are already before VCAT or a court
  • General consumer disputes unrelated to building or plumbing work
  • Issues where the relevant timeframes have passed

    Some complaints may also be outside BPC’s role or powers. If BPC cannot progress your issue, we will tell you why and, where possible, explain other options.
