The BPC supports you to make changes to compliance certificates to reflect the work you carried out or supervised.
We monitor our compliance certificate data to ensure that when a compliance certificate is used to record plumbing work, the certificate is not re-used later to record other work at a different location.
You should only make a change to an address on a compliance certificate for the reasons listed below at Reasons for making address changes.

If the compliance certificate has a completed drain inspection booking, then the BPC will ask you to give us evidence from the relevant council or water authority that confirms the updated address.
We will not change an address on the certificate until you give us the evidence we ask for.
VBA360 will stop you from making a change to an address on a compliance certificate if:
If this happens, VBA360 will give you a link to our Help Request form. You can fill out the form to ask us to help change the address on the certificate.

You should only make changes to an address on a compliance certificate if:
If you ask us to help change the address on a certificate, and none of those reasons apply, then we are unlikely to allow the address change.
Examples of each of these reasons are given below.
You can add details to an address if those details do not change the location where you first told us the plumbing work was done.
You can’t change an address to a different location.

| Lot 345 Rural Road in Wonthaggi is in the same location as 54 Rural Road in Wonthaggi, after the council issued street numbers. |
| 678 Green Lane in Kew is not in the same location as 112 Fifth Avenue in Keysborough. |
You can change an address if you’ve made a mistake, like a small spelling error in an address. You can remove an address completely if you’ve accidentally created two certificates to the same job.
You can’t use one compliance certificate for work you’ve done on two different jobs, even if one of those jobs was never finished.

| Certificate 123456 and certificate 678901 were both given the same address at 7 Winding Road in Hawthorn for the same plumbing work. You can choose to record all details about the Hawthorn job in certificate 678901 and remove all details from certificate 123456 to use for another job. |
| 67 Blue Vista in Brighton is not a small change from 81 Black Vista in Brighton. We may ask you why you need to make this change and may ask for evidence to support your request. |
You can change an address if you did not carry out or supervise any plumbing work there.
You can’t replace an address on a certificate to use it for another job if any plumbing work (including incomplete work) was done at that address.
If you have already added a site address to a compliance certificate, and if any plumbing work was done at that address, the certificate must remain as a record of the work done.
| The job was cancelled before any plumbing work began. You can delete the address on the certificate, and use it for a different job that does go ahead. |
| You started a job at the address on the certificate, but you left the work incomplete. The certificate must remain as a record of the work done. You must make a note in the certificate’s Installation details field that the work is incomplete, and either:

| You finished a job at the address on the certificate. You cannot use a compliance certificate for more than one job. You must:

A Consent to Connect (C2C) number is given by a water authority to a licensed plumber when a private property will be connected to public water or sewer infrastructure.
A C2C number can also be called a PIC number.
The BPC supports water authorities and plumbers by preventing accidental changes to C2C numbers on compliance certificates.
If the compliance certificate has a completed drain inspection booking, then the BPC will not remove the C2C number for any reason.
You will need to buy a new compliance certificate and use it to record your work.
If there is a genuine error, or if a C2C number needs to be removed from a certificate because no work was done at the address, you can ask the BPC to remove it.
If the compliance certificate does not have a completed a drain inspection booking, then the BPC will consider your request to remove it.

A licensed plumber can either submit the Help Request form themselves, or they can authorise someone else submit it for them.
A person can only represent a licensed plumber if the plumber has registered the person’s details with the BPC as an authorised representative.
An authorised representative can contact the BPC on behalf of the plumber and can also use VBA360 to manage their compliance certificates.
An authorised representative does not need to be a licensed plumber.
To authorise a representative, a licensed plumber must complete the Back office worker - third party authorisation form.
