Requirements for gas servicing work – mandating AS 4575 and lodgement of specified parts of the gas servicing record to BPC
Gas servicing work in Victoria must be carried out in accordance with AS 4575: Gas Appliances - Servicing Type A appliances. Licensed gasfitters are also required to create and provide records of servicing work in line with the Gas Safety (Gas Installation) Regulations 2018.
Only plumbers who are registered or licensed in the specialised class of Type A appliance servicing can carry out Type A appliance gas servicing work. This includes internal cleaning, maintenance, and adjustment of a Type A appliance, as well as the adjustment, repair or replacement of a component of a Type A appliance.
The Amendment Regulations 2025
Following industry feedback and regulatory changes, the Gas Safety (Gas Installation) Amendment Regulations 2025 will streamline gas servicing record requirements from 1 February 2026, while maintaining safety outcomes.
What's changing?
Key requirements from 1 February 2026, gasfitters must:
continue to create a complete gas servicing record, including completing the gas appliance servicing checklist in Appendix E of AS 4575.
continue to provide a copy of the complete gas servicing record to the person for whom the work was carried out
follow BPC reporting requirements:
you now only need to provide the BPC with the relevant parts of the gas servicing record, rather than the entire record. This information is prescribed in Schedule 14 of the Gas Safety (Gas Installation) Amendment Regulations 2025 (see below for further information).
if additional information is provided to BPC beyond these requirements, please be aware that BPC may use that information for its functions and purposes, including compliance, audit, investigation, disciplinary, and enforcement activities
retain the completed gas appliance servicing record including Appendix E of AS 4575, and other supporting information for 10 years, these documents do not need to be routinely submitted to the BPC
provide a copy of the complete gas servicing record (consumer version) to the BPC if requested at any time during the retention period.

The relevant part of the gas servicing record no longer includes the AS4575 checklist. Refer to the optional template for more details.
We accept gas servicing records in your own format or template, provided they meet the requirements of the Gas Safety (Gas Installation) Regulations 2018. The relevant parts of the gas servicing record are detailed below.
Gasfitters licensed in Type A appliance servicing must submit the following information to the BPC, in the order listed:
The name of the suitably qualified, licensed or registered gasfitter who carried out the work.
The licence or registration number of the suitably qualified, licensed or registered gasfitter who carried out the work.
If the work was carried out by a registered gasfitter:
the name of the supervising gasfitter for the work.
the licence number of the supervising gasfitter.
The date the work was carried out.
The address at which the work was carried out.
Details of the appliance/s (you can add up to 4 in the same form) on which the work was carried out, including:
make
model
model number
gas type
serial number or date of manufacture
certification number.
A declaration signed by the suitably qualified, licensed or registered gasfitter who undertook the work, or the supervising gasfitter, confirming that:
the work was carried out in compliance with AS 4575 by a person registered or licenced in the specialised class Type A Gas Servicing work
a completed copy of the gas appliance servicing record (including appendix E of AS 4575) has been provided to the person for whom the work was carried out
any safety-critical fault identified was made safe (by repair or isolation), and the responsible person was notified
the information provided is not false or misleading in any material detail
a copy of the record will be kept for 10 years
if requested by the BPC, a copy will be provided within 5 days, or a longer period specified by us
they are licensed in the specialised class Type A appliance servicing work.
The date the declaration was signed.
Note
The completed gas appliance servicing checklist and any other supporting information do not need to be submitted to us. These documents must be retained and provided if requested.
A suitably qualified gasfitter is registered or licensed in Type A appliance servicing.
Using the BPC optional template
We also provide an optional template that you can use to meet the reporting requirements by submitting the relevant parts of the gas servicing record.
The template can be completed online or printed and completed by hand, then emailed to gasservicing@bpc.vic.gov.au. Include the address of work in the subject line. You can include photographs or other attachments if relevant, but this is not mandatory.
Negative pressure
If you identified negative pressure in the living space where the gas appliance is installed, you must provide the customer with a copy of this letter BPC - ESV open flued gas appliance letter.
Note
The BPC Gas Servicing template is not the same as the complete gas servicing record that you provide to the consumer.
The complete record, including the gas appliance servicing checklist, must be retained and provided to the person for whom the work was carried out and made available on request.
Gas safety checks for rental properties
A gasfitter carrying out a prescribed gas safety check (which includes gas servicing requirements and additional checks) for rental properties must prepare a Record of Gas Safety Check Residential Tenancies Regulations 2021.
Residential rental providers must keep a record of gas and electrical safety checks and produce them when required, in line with the Residential Tenancies Act 1997, Clause 68B.

When does this apply?
Whenever a Type A gas appliance is serviced.
A rental provider must have completed a gas safety check every 2 years for a rental property (does not apply to non-rentals).
A person registered or licensed in the specialised class Type A Gas.
What is required?
Service the gas appliances in accordance with AS 4575, including Appendix E.
Gas installation checks
Test all gas appliances for leakage
Service all gas appliances. This will trigger the 'gas servicing requirements' (column 2).

Lodgement requirements
Gasfitters must:
Lodge the relevant part of the gas service record (including the proforma) with the BPC within 5 days of completion.
Provide a complete copy of the gas service record, including Appendix E checklist, to the consumer within 5 days of completion.
Rental providers must provide a copy of the Gas Safety Check to the renter within 7 days upon request.
Gasfitters must:
lodge the relevant part of the gas service record with the BPC within 5 days of completion
provide a complete copy of the gas service record including Appendix E checklist to the consumer within 5 days of completion.
Note: Gasfitters will be expected to provide the Gas Safety Check report to the person who commissioned the work (contractual arrangement).
Safety-critical non-compliance
If a gasfitter identifies a safety-critical non-compliance (for example, gas leaks, spillage of combustion products, overheating/scorching of surfaces), they must notify the owner and make the installation safe immediately. This may involve repairing, isolating or disconnecting the appliance/system.
If you are unable to do so because the customer does not consent to fixing or isolating the appliance, you must notify Energy Safe Victoria on 1800 652 563 (Option 5).
Gas safety checks should consider the edition of AS/NZS 5601.1 that applied at the time the gas installation was completed. The current edition of AS/NZS 5601.1 does not apply retrospectively to existing gas installations.
Where non-compliance with current standards is identified, it must be recorded in the gas safety check record and the rental provider advised of any recommendations.
Rectification responsibilities
Rental providers and owners are only required to rectify non-compliances that are safety-critical. Rectification or upgrades are only necessary where the gasfitter determines the issue presents an immediate safety-critical risk.
We recommend considering all gasfitters’ recommendations to support a safe and compliant gas installation.
Under the Gas Safety (Gas Installation) Regulations 2018 (Vic), as amended, practitioners are required to submit to the BPC only the information prescribed in Schedule 14 of the Regulations within the required timeframe.
You are not required to submit the full gas servicing record (including the AS 4575 Appendix E checklist) to the BPC.
Practitioners must still complete the full gas servicing record for their own records and provide it to the person for whom the gas appliance servicing work was carried out, as required by the Regulations.
If additional information is provided to BPC beyond these requirements, please be aware that BPC may use that information for its functions and purposes, including compliance, audit, investigation, disciplinary, and enforcement activities.
The template can be completed online or printed and completed by handwriting. The printed template can be scanned or photographed and attached to an email. As the licensed plumber, you must also read, sign and date the declaration.
The template is in Word format. You can download Microsoft Word from the applications store to enable you to access the template.
You must complete the AS 4575 Appendix E gas appliance servicing checklist as part of the gas servicing record and provide a completed copy to the person for whom the work was carried out.
When submitting information to the BPC, you are not required to submit the completed Appendix E checklist. The BPC Gas Servicing Template does not require the checklist to be attached, as it captures only the relevant parts of the gas servicing record required to be provided to the BPC. If additional information is provided to BPC beyond these requirements please be aware that BPC may use that information for its functions and purposes, including compliance, audit, investigation, disciplinary, and enforcement activities.
If you use your own format or template, you must ensure that:
the gas servicing record includes a completed Appendix E checklist (for the customer and retention purposes)
the information submitted to the BPC includes at least the declaration and the matters specified in Schedule 14.
In all cases, the completed Appendix E checklist must be retained by the gasfitter and provided to the BPC if requested.
You must provide the customer with a copy of the complete gas servicing record, including the completed AS 4575 Appendix E gas appliance servicing checklist, within 5 days of carrying out the work.

Since 2010, there have been three confirmed fatalities and several incidents of non-fatal carbon monoxide (CO) poisoning caused by Open-Flued Gas Space Heaters (OFGSHs) in Victoria.
The coronial inquest into the death of Sonia Sofianopoulos in 2018 resulted in eight recommendations being handed down, including the phase out of OFGSHs in Victoria. As part of the consultation for these reforms, stakeholder feedback highlighted the need to mandate compliance with AS 4575 as part of the measures to improve consumer safety.
AS 4575 provides minimum standards for the servicing of Type A appliances. By mandating the standard, the requirements of AS 4575 (including carbon monoxide testing as part of servicing) must now be applied to servicing work on all Type A gas appliances, including OFGSHs.
The Amendment Regulations prescribe AS 4575 as the standard to which Type A gas appliance servicing applies and introduce reporting requirements for gas servicing work. The objective of these changes is to clarify minimum Type A gas appliance servicing requirements for gasfitters, improve consistency and quality of servicing for consumers and reduce public safety risks associated with ineffective servicing, including the potential for spillage of combustion products and carbon monoxide poisoning.
Gasfitters carrying out this work must ensure that they comply with all requirements of AS 4575, including the Appendix E checklist, which includes carbon monoxide testing.
Amendments to the Gas Safety (Gas Installation) Regulations 2018 came into effect on 1 June 2022, mandating AS 4575 as the prescribed standard for servicing Type A gas appliances and introducing requirements for gasfitters to create gas servicing records.
Further amendments came into effect on 1 February 2026 under the Gas Safety (Gas Installation) Amendment Regulations 2025, refining record-keeping and reporting requirements, including limiting the information required to be provided to the BPC to the relevant parts of the gas servicing record.
No. There is no fee for lodging a gas servicing record with the BPC.
The regulations apply to Type A gas appliances such as cookers, space heaters, central heaters, water heaters, and catering equipment.
AS 4575 applies to all Type A gas appliances that form part of a standard gas installation.
You must be a registered or licensed gasfitter who holds the specialised class of Type A appliance servicing. A registered person in this specialised class must work under the supervision of a person who holds a licence to service Type A Gas Appliances.

If you identify that the Type A gas appliance/s you are servicing are installed in a living space subject to negative pressure, you must provide them with a BPC-ESV open flued gas appliance letter which provides further information and actions that the owner or occupier of the premises can take, to rectify negative pressure.
If you detect carbon monoxide spillage during servicing, you must take steps to make the installation safe (appliance must be fixed or isolated).
