If you are the main applicant for an owner-builder certificate of consent, you will need to successfully complete the eLearning assessment.

If more than one person owns the property where the owner-builder project will be located, one of the owners needs to nominate themselves to be the main applicant. The main applicant is the person who will be living in the property, and they are the person who needs to complete the eLearning assessment and construction induction training (if required). The other owners of the property must also be listed on the application as co-applicants.

For small second dwellings, the main applicant should be the owner of the existing dwelling on the lot.

The assessment ensures you have a good understanding of the duties and obligations of being an owner-builder. All the information you need to correctly answer the questions in the assessment is covered in the Owner-Builder Study Guide.

To begin your owner-builder eLearning you need to create an eLearning account. (Please note that the email address and date of birth you use for your eLearning account will need to match the VBA360 account you create later to complete your application.)

When you have successfully completed the eLearning assessment, a unique Certificate of Completion Code will be generated. You will need this code to complete the owner builder certificate of consent application form, so keep it handy. You will also be notified if you need to complete construction induction training.

Important to note: The eLearning platform is not supported on mobile devices. Please complete this assessment using a desktop computer or laptop.

Construction induction training

As your property will become a workplace under Victorian OHS laws, you will need to provide evidence of having completed Construction induction training. If you complete the training successfully, you will receive a WorkSafe Victoria white card (or its equivalent if you do the training in another state).

Where to apply and cost

Application for an owner-builder certificate of consent is done via VBA360 – Online self-service portal.

To apply for an owner-builder certificate of consent you must pay a fee of $242.40
This fee is non-refundable, regardless of the outcome of the application.
